  • Qualifications

     

    • Bachelor’s degree in Business, Engineering, Project Management, or Science or related field and 8 years of professional level experience, including 4 years as a designated Project Manager, or equivalent training and experience
    • Technical Bachelor’s degree with experience in research science is highly desirable
    • Master’s degree is preferred
    • Project Management Professional (PMP) or Planning and Scheduling Professional (PSP)
    • Knowledge of earned value management system (EVMS) following ANSI/EIA 748
    • Previous project management experience and responsibilities should include:
      • Project initiating, planning and definition, executing and controlling, and closeout
      • Successfully completing project scope through cost and schedule control, baseline management, risk management, subcontract management, earned value management, variance analysis and estimate at complete development.
      • Managing communications between project stakeholders and team members.
    • Experience evaluating and accessing project team performance, developing and instructing project management educational materials, or developing project management process tools is highly desirable
    • Leadership and team building experience. Ability to influence in a matrix environment.  Must be able to work effectively in a team environment.
    • Strong organizational skills, oral and written communication skills, goal planning skills and customer interface skills
    • Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches. Data mining, analysis and modeling techniques. Develops innovative solutions that improve project performance.  Detail oriented.
    • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Uses cost-benefit analysis in decision-making.
    • Ability to work multiple tasks, tenacious, and possess excellent problem solving skills
    • Proficiency in MS Office (Excel, Power Point and Word)
    • Equally competent in usage, application, and integration of both cost and schedule tools
    • Proficiency in Primavera (P6) is desirable
    • Department of Energy Q Clearance (position will be cleared to this level).  Review and tests for the absence of any illegal drugs as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter.  Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.  Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”
    • Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age.  Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    The individual in this position will be part of the Program Management Excellence (PMEX) office.  The PMEX is responsible to 1) develop excellence in the Enterprise project management processes and tools, 2) develop training course material and educate program and project personnel, 3) surveil project application of the company’s processes, with emphasis on earned value management, to identify areas for commendation and improvement and 4) assist, coach and mentor project personnel and teams.  This individual will be responsible to lead one of the three core deliverables and to assist, coach and mentor project personnel and teams. 

     

    Key Responsibilities:

    • Lead development and execution of several simultaneous efforts to support program and project teams across the Enterprise
    • Guide the development and implementation of the project surveillance program to identify strengths and opportunities for improvement.  Possess the acumen to deliver results in a positive team reinforcing manner.
    • Lead the establishment of a Project Maturity Model to baseline current company project efficiency and develop a road to the next level of maturity
    • Apply project management best practices and processes, such as planning, work authorization, monitoring project performance, and controlling the project baseline
    • Develop relationships with program and project teams and build trust
    • Support business reviews, information requests data collection, analysis and reporting
    • Implement Enterprise program/project management tools, standard program metrics, as well as training, development and communication
    • Understand industry accepted best practices and guidelines, and application to business
    • Results-focused with successful track record of accomplishments through skilled use of influence, persuasion, negotiation and problem solving
