MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).



  • Bachelor's degree in aviation management, emergency management, or in a field related to the position, and a minimum of 11 years' of related and progressively responsible experience, or equivalent training experience in air and ground operations, emergency response, and/or emergency management.
  • Master’s degree in aviation, emergency management or related field preferred.
  • Must have 3-5 years experience managing/supervising a staff of professionals.
  • Working knowledge of NNSS, Nevada Test and Training Range, and FAA regulations desirable. 
  • Ability to reliably operate in a complex and changing environment demonstrating solid independent judgement. 
  • Highly effective organizational, interpersonal, communication, and group leadership skills are required.
  • Experience leading multi-disciplined teams.
  • Demonstrate ability to effectively work with all levels of MSTS leadership, national laboratory, National Nuclear Security Administration/Nevada Site Office (NNSA/NFO) management, onsite/offsite government agencies and organizations in a professional manner.
  • Experience in managing air/ground operations, human capital, budgets, and command center facilities and equipment preferred.
  • Must have experience using Microsoft Office (Word, Excel, and PowerPoint). Must possess the ability to work under minimal supervision and be a self-starter.
  • Must be able to multi-task with numerous interruptions and changing priorities. 
  • Applicant must possess a current DOE "Q" clearance.

  • Manage the Operations Command Center “nerve center” responsible for Nevada National Security Site (NNSS) air/ground scheduling and deconfliction; emergency/non-emergency 24/7 notifications; and, 911 dispatch of NNSS Fire and Rescue assets.
  • Provide sound leadership managing bargaining and non-bargaining employees. 
  • Build collaborate relationships across departments, divisions, and directorates. 
  • Oversee and assure staff training and development.
  • Establish department-level program goals, priorities, and work schedules.
  • Develop staffing, cost, and budget analyses and forecasts.
  • Evaluate performance of subordinates.
  • Provide advice, counsel, or instruction to individual employees on both work and administrative matters.
  • Interview candidates for positions and make hiring decisions.
  • Recommend selections, promotions, status changes, awards, disciplinary actions, and separations.
  • Hear and resolve complaints from employees.
  • Effect disciplinary measures such as warnings and reprimands and recommend other action in more serious cases.
  • Collaborate with others to negotiate, decide on, and/or coordinate work-related changes affecting other across the NvE.
  • Develop reports, metrics, and presentation materials.
  • Serve as a member of the Emergency Response Organization during drills, exercises, and actual emergency events.
  • Must be willing to be on-call.
  • Ability to work with unclassified sensitive and classified matter.
  • Other duties as directed by responsible manager.
