MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).



  • Bachelor's degree in Engineering, Science, Technology, Business, Accounting, Security Management, or in a field related to the position, plus a minimum of 11 years of related and progressively responsible experience or equivalent National Training Center (NTC) security training and experience. 
  • Masters degree desirable. 
  • Minimum of five years experience in Material Control and Accountability (MC&A) is preferred. 
  • Experience in management and supervision of nuclear material processing activities and/or nuclear material control and accounting. 
  • Demonstrated analytical and problem solving skills. 
  • Familiarity with nuclear material measurements and measurement control, nuclear material accounting computing software systems. 
  • Ability to conduct, oversee, and coordinate MC&A Performance Assessments and Performance Tests. 
  • A working knowledge of DOE 470 series orders and requirements. 
  • Effective interpersonal, oral, and written communication skills. 
  • Must possess an appropriate, valid driver's license. 
  • The position may require standing or walking for long periods of time.  
  • Applicant must possess a current DOE "Q" clearance.

  • Within the Emergency Management, Safeguards & Security Directorate, serves as the management official for the NNSS Material Control & Accountability (MC&A) program and is the primary point of contact for all nuclear material control and accountability functions at the NNSS. 
  • Implements and maintains a graded and effective safeguards program for control and accountability of nuclear material according to Department of Energy (DOE) orders and Nevada National Security Site (NNSS) requirements. 
  • Plans, budgets, and manages departmental resources and personnel responsible for the tracking, accounting, measuring, and control of nuclear materials at the NNSS. 
  • Assigns resources ensuring effective NNSS MC&A program implementation and management. 
  • Maintains the MC&A Plan and coordinates MC&A procedures for the NNSS. 
  • Ensures all assigned MC&A personnel are trained and qualified to perform MC&A duties and are knowledgeable of MC&A requirements and procedures related to their functions. 
  • Appoints a Nuclear Material Representative for all NNSS Reporting Identification Symbols. 
  • Serves as the configuration management authority for Local Area Network Material Accountability System (LANMAS). 
  • Provides specialized technical support for implementation and maintenance of the MC&A Program at NNSS. 
  • Provides regular, consistent, and effective interface with senior MSTS and NNSS management, national laboratory management and program personnel, DOE/National Nuclear Security Administration personnel, and other organizations on matters related to MC&A. 
  • Supports Emergency Response personnel as necessary for events involving nuclear material safeguards. 
  • Performs related work as assigned by supervisor.
