MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).



  • Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET), plus at least 14 years' relevant experience.
  • Master’s or PhD preferred.
  • Responsible for authoritative source of information and play a lead technical role in design and implementation.
  • Must have a theoretical understanding and practical experience with modern communications and digital signal processing, Radio Frequency and microwave systems, and be well versed in software and firmware development.
  • Experience with communication algorithms, embedded software, multi-threaded programming, microcontrollers, DSP processors, FPGAs, and Software Defined Radio. 


Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

  • MSTS is seeking a talented senior level Digital Communications Engineer to join our staff of scientists, engineers, and technicians in Santa Barbara, CA.
  • Design, simulate, develop, and test digital communications technologies.
  • Design, develop, and implement signal processing algorithms with applications for custom communications receivers, transmitters, and transceivers on multiple processing platforms involved with Software Defined Radio (SDR).
  • Analysis of signal-processing performance using Matlab, Python, or other similar simulation environments.
  • Perform research pertaining to advanced signal processing and re-configurable communications processing techniques.
  • Participate and develop documentation for both internal design reviews and customers review.
  • Work on a diverse set of projects.
  • Prepared to be hands on, willing to learn and be comfortable working in an environment with engineers of diverse backgrounds and expertise.
  • Track work using web based tools to ensure manager/team members can see progress.
  • Lead, support and mentor junior personnel.
  • Work on both distributed and in-house teams, and effectively interact with stakeholders.
  • Some travel will be required.
