MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).



  • Bachelor’s degree in a business related field plus 8 years’ of professional level experience, including 4 years’ as a designated Project Manager, or equivalent training and experience.
  • Previous project management experience and responsibilities should include: Managing medium (<$5-20M TPC sized projects and project teams (10-20 people) through representative project life-cycle phases.
  • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
  • Maintaining satisfaction of stakeholders with differing needs and expectations.
  • Managing communications between project stakeholders and team members.
  • Identifying and complying with project requirements in development of products and deliverables.
  • Familiarity with project management and issue tracking software is preferred.
  • Experience with software development life-cycles is also preferred.
  • Managing the project team in successfully achieving project scope, schedule, and cost objectives. 


Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

  • Mission Support and Test Services (MSTS) has an opportunity for a Senior Project Manager to lead projects providing solutions to national security challenges. This opening is located in Santa Barbara, CA. 
  • Will manage medium projects ($5-20M TPC).
  • Responsible for all aspects of the project over the entire life-cycle (initiation, planning, executing, monitoring & controlling, and closing). 
  • Experience with sensors, situational awareness software applications, systems integrations, and managing multiple and sometimes competing requirements.
  • Experience interfacing with Department of Defense personnel is preferred.
  • Strong background in project management and best practices, with an ability to understand technical problems and potential solutions.
  • Work in a matrix environment, crossing software, hardware, and manufacturing departments to meet the need of a common sponsor group.
