MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).

 

Qualifications

  • Bachelor's degree in a field related to the position and a minimum of 11 years' of related and progressively responsible experience, or equivalent training experience. 
  • Bachelor's degree in Computer Science, Mathematics, or Engineering is preferred. 
  • Functional management experience with a software engineering or data analysis team is preferred. Project Management Institute certification in project management (or equivalent) and a solid familiarity with personnel and project management best practices are a plus.
  • Functional management experience with a technical team is required.
  • A sound mathematics background and familiarity with Software Development Lifecycle (SDLC) as well as basic software control processes is also desired.
  • Strong written and verbal communication skills.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

 

Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

Responsibilities

  • The successful candidate will be reporting to the STL Information Sciences Department Manager.
  • Duties will include the management of software development activities and functional management of a team of software development experts. 
  • Responsibilities will include management of project teams, in addition to gathering requirements, develop scoping, resource management and tracking deliverables and overall application of management tools and rigor.
  • Create project reports as needed, including tracking personnel, and all financial, programmatic and technical details.
  • Responsible for assisting the Information Sciences Department Manager and the Division Manager in rebuilding an internal capability in quality assurance, software version release, software development, and growing project diversity. Familiarity with the RaptorX software suite is a plus.
  • A prime duty of the successful candidate will be to identify key personnel positions, to recruit those positions and to identify a path toward incentivizing and retaining the right team.  
  • This posting is for a Special Technologies Laboratory position and will require on-site location in Santa Barbara, California.
