MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).



  • High School diploma or equivalent and at least 6 years' of related experience.
  • Must possess planning/organizing skills and initiative.
  • Ability to employ independent judgment; and apply knowledge and experience to ensure that requirements are completed efficiently, on time, and are cost effective. 
  • Must possess exceptional interpersonal communication skills to interface effectively with all contacts in a professional and efficient manner.
  • Must be able to cope with conflicting deadlines, frequent interruptions, and multiple tasks. 
  • Adept knowledge of Microsoft Office suite (Word, Excel, PowerPoint, Outlook). 
  • Share Point knowledge is also desired.
  • Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines. 
  • Able to plan/organize work to complete in the most efficient manner and meet required deadlines.
  • Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.  
  • Applicant must possess a valid driver’s license.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

  • Senior Business Assistant will provide support for all sections within the Emergency Communications Network Department.

  • Must be able to coordinate all procurement activities for all sections of the department included but not limited to: research components and services, completing company procurement documentation, continually tracking status, and completing acquisition tasks upon receipt.

  • Ensure Mission Support and Test Services, LLC  (MSTS) procurement procedures are followed and department deadlines are met.

  • Coordinate and book travel for department staff, as well as prepare and submit subsequent expense reports.

  • Lead execution of several customer-driven reporting requirements to include but not limited to, updating costing information, deliverable completion, and overall project status. 

  • Assist in department technical training requirement tracking to include: negotiating personnel availability, status reporting, and ensuring overall timely completion. 

  • Assist section managers in developing, maintaining, and tracking agendas for weekly staff meetings; documenting meeting minutes, and tracking action items to completion.

  • Maintain department Outlook calendar and various SharePoint sites currently used by department management for situational awareness.

  • Perform a variety of administrative services for section and department requirements. 

  • Execute necessary procurements for high visibility projects that require attention to detail and rapid turnaround.

  • Ability to maintain electronic calendars for section, to include necessary milestone and deliverable tracking. 

  • Develop relationships as need to perform work effectively.

  • Acts as a liaison with other organizations and outside agencies, handles confidential and non-routine information and explains policies when necessary.

  • Coordinate section meetings, document meeting minutes, and track action items to completion.

  • Interface with outside agencies including planning, operations support, and development of analysis for after action/lessons learned documentation and implementation, as requested.

  • Provide administrative input regarding the design, implementation, and enhancement of automated systems. 

  • Keep abreast of advances in relevant office automation technology, equipment, and software applications. 

  • Help implement automated document management systems within assigned project/department. 

  • Organize material for meetings, presentations, and training sessions.

  • Research problems/discrepancies in documents (including operational planning, invoices, receiving documents, reports) and assemble supporting paperwork. 

  • Participate in home team and deployment activities as part of multi-agency team and coordinate and implement a wide range of activities as job dictates. 

  • May serve as an emergency responder as job dictates. Perform related work as assigned by supervisor.
