MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).

 

Qualifications

  • Bachelor's degree in Information Assurance and Security, Business Management, or field related to the position and a minimum of 11 years' of related and progressively responsible experience or equivalent training and experience.
  • Knowledge of security policies, procedures, and technical terminology associated with Cyber Security functions.
  • The perspective candidate should meet or be working towards compliance with DoDD 8570 certification requirements for Information Assurance Manager (IAM) Level II & III in accordance with DOE requirements.
  • Successful candidate will have strong technical knowledge of network and Personal Computer (PC) and Data operating systems; current network hardware; protocols and standards. IP based communications system knowledge including Satellite and VoIP is a plus.
  • Proven experience in IT infrastructure planning and development.
  • In-depth knowledge of applicable data privacy practices and laws.
  • Effective background in management principles, practices, and procedures.
  • Strong leadership and mentoring skills with a hands-on approach to work execution.
  • Excellent written and oral communication skills with the ability to respond to questions from managers, clients, and customers.
  • Excellent interpersonal skills.
  • Ability to manage, conduct and direct research into IT issues and products as required.
  • Demonstrated leadership qualities with emphasis on continuous improvement and team building.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

 

Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

Responsibilities

ECN Department located at the Remote Sensing Lab- Nellis AFB, Las Vegas, NV. Provide management and technical leadership to a diverse group of scientific, technical and operations staff which support nuclear emergency response programs and efforts to support and innovate on behalf of those programs.

  • Interface with Department of Energy (DOE) NA-80 and NA-40 Directorates and National Nuclear Security administration Headquarters (NNSA), DOE Nevada Field Office (NFO), DoD and Work for Others (WFO), as well as Mission Support and Test Services (MSTS) program and operational support staff to develop program plans and execute a wide range of technical efforts.
  • Perform the duties of Information System Security Manager (ISSM).

 

 

The primary work location will be at the Remote Sensing Laboratory Nellis but will support operations throughout the directorate.

 

  • Duties will include the development, implementation and management of the Cyber Security Program (CSP) and the development and implementation of the Risk Management Framework (RMF) as it applies to ensuring the confidentiality, integrity, availability and privacy of all categories of data in all forms throughout the data life cycle.
  • As the cybersecurity point of contact, the ISSM must have a working knowledge of system functions, cybersecurity policies, cyber security protection measures, familiarity with DOE, NNSA, Federal and DoD regulations pertaining to cyber security, the formal authorization process and day-to-day operations to include data calls and other short suspense requirements and deliverables.
  • The ISSM will report programmatically to a federally appointed Authorization Official (AO) and will be required to interface, report and brief senior Federal, Military and Corporate leadership.
  • The ISSM will support Enterprise Networks with additional duties as required in support of the laboratory environment, other specialized projects and will work closely with the M&O cyber teams.
  • The ISSM management of the CSP will include the coordination and familiarity with operational and security related organizations such as Business Operations, Corporate Information Technology Operations (IT), Physical Security, Classified Matter Protections and Control (CMPC), Personnel Security, Telecommunications Security (COMSEC), TEMPEST, Technical Surveillance Countermeasures (TSCM), Counterintelligence (CI), Intelligence Community (IC) and Operations Security (OPSEC).
  • Provide support, innovation and leadership to the Innovative Technologies section.
  • Develop and mentor staff and implement operational plans and processes.
  • Take a leadership role and own “One RSL” initiatives.
  • Contribute to overall health and collaboration across the enterprise.
  • Be a mentor, advocate and a respectful and honest ‘servant leader’ across Global Security and the emergency response community.
  • Exhibit leadership, foresight and an unwavering vision and commitment to the mission of ECN, RSL and National Security.
  • Build relationships across ECN, RSL NNSA, the DOE and WFO Customers.
  • Perform related work as assigned by supervisor.
